As a practice, India will host the High Level Segment (HLS) of CoP-11 to CBD from 16 to 19 October.
HLS provides an opportunity for Head of States/ Delegations to facilitate in advancing the discussions and the adoption of a set of far-sighted decisions by CoP that reflect the urgency of the issues facing the implementation of the Convention. The Minister of the Environment of India, as the host of the meeting, has identified four key issues for discussion with her fellow Ministers during HLS.

- Implementation of Nagoya Protocol on Access to Genetic Resources and Benefit Sharing.
The format for HLS program has been developed by India in consultation with CBD Secretariat. It is based around a set of four interactive panel discussions on the issues mentioned above along with Ministerial/ Head of Delegation Statements. Each panel will have a moderator and about 4 to 5 facilitators largely drawn from the Parties to CBD.
The Opening Plenary of the HLS is scheduled for 16th October from 3:30 to 4:30 pm. The Prime Minister of India will be addressing the Plenary along with other dignitaries.
